Ab dem Alter von sechs Jahren bekam Galper Klavierunterricht und lernte erst 1945 bis 1948 klassisches Klavier, wechselte aber zum Jazz, den er von 1955 bis 1958 am Berklee College of Music studierte. Während dieser Zeit erhielt er auch von Jaki Byard und Herb Pomeroy privaten Unterricht. Er spielte in Pomeroys Band, später dann mit Chet Baker und Stan Getz. Er begleitete auch die Vokalisten Joe Williams, Anita O’Day und Chris Connor. Hal Galper war auch zeitweise im Cannonball Adderley Quintett (als Nachfolger von George Duke), spielte ab 1975 mit Lee Konitz und war als Pianist an Tony Williams Album Now Hear This beteiligt, an dem auch Cecil McBee, Bass, sowie Terumasa Hino, Flügelhorn und Trompete, mitwirkten. In den späten 1970ern gastierte er in den Clubs von New York und Chicago. In dieser Zeit nahm er mit John Scofield einige Alben für Enja auf. Ein bekannteres aus den 1980ern ist Ivory Forest. 1987 war er Mitglied des Quintetts von Phil Woods. Er hatte in den 1980er Jahren auch eigene Gruppen und tourte während der 1990er mit einem festen Trio. 2012 erschien sein Album Airegin Revisited bei Origin Records.
